The department doesn't want to give it to us under any circumstances. It's come up again and they want the Guild to provide them with a good reason to let the guards have it.
More than likely they are concerned that one of us will do something that ends up on the evening news. Perhaps something along the lines of the silliness what a previous Admiral did with that dancing in underwear nonsense.
I absolutely 110% believe that everyone, and I do mean everyone, currently with internet access has abused it and they've done it more than once.
Even our supervisors abuse it. How can they possibly trust us with it? They can't. Not when they lack the ability to be effective management. And they do lack the ability to effectively manage thier workforce. That's not a slam. Merely an observation.

Most guards will abuse it. At least at first. Just like when we first got the "Windows" based computers.
